About CCL

CCL was established in 2015 by Jos Creese, after a 30-year career working across the public sector running technology business units and change programmes

CCL has provided strategic advice to over 150 clients, including public sectors bodies and a wide variety of IT businesses seeking to understand the public sector better.

Jos is well-known in the IT industry. He has worked across central and local government, as well as having held a variety of non-exec director roles in different industries.​


He was a member of the UK National Government CIO Council, and set up and chaired the Local Public Services CIO Council for 6 years. He is a past president of Socitm, and of the BCS, the Chartered Institute for IT, and has been cited in a national survey as the UK’s ‘most influential and innovative CIO'.

Who we have worked with

CCL assignments have included developing technology, information and digital solutions across the public sector, especially to support transformation, commercialisation and improved partnership strategies. Jos has worked widely on national government digital programmes, led large-scale mergers, and the start-up and subsequent sale of a tech business. Most work is UK based, but includes short assignments with public and private companies overseas wishing to learn from or work with the UK.
